I can't release my tracks as starter

I can’t realease my tracks that I uploaded and saved. I am starter and I want to try free. Do I need to pay to release it first time?
When I try to release I get message to fil the form, but I have filled it already many times and when I fill it again I get the same, can’t be released, tracks 0, fill the form.

And if I pay 79 euro subscription for 1 year, all my 3 minutes tracks wil be distributed?
Wil they be on Spotify? Can I get artist account on Spotify?

If you pay the AMPLIFY+ subscription you will be able to distribute your tracks at no additional cost (as it’s included with the subscription) and if they pass the quality check, then yes they will be on Spotify. Your Spotify artist profile will be automatically created after we deliver your release to the platform.
